New Jersey's Graduated Driver License (GDL) program
New Jersey licenses new drivers in stages. Sixteen-year-olds can get a special learner's permit by enrolling in a behind-the-wheel course with a licensed driving school or a high school program; the course must include at least six hours of driving with an instructor. Permit holders under 21 must practice for at least six months (drivers 21 and older wait three months). Anyone under 21 whose permit was issued on or after February 1, 2025 must also log 50 supervised hours, including 10 after dark, on the MVC's Certification of Supervised Driving (form BA-CSD). After passing the road test you receive a probationary license, then later a basic license.
